1. Ogni affare ed ogni procedimento amministrativo danno luogo, di norma, ad un fascicolo.
2. Per fascicolo si intende il complesso dei documenti relativi ad un determinato affare o afferenti ad un medesimo procedimento amministrativo.
3. Qualora insorgano esigenze pratiche, il fascicolo può essere distinto in sottofascicoli, i quali a loro volta possono essere distinti in inserti.
4. L'esaurimento dell'affare o del procedimento amministrativo, cioè la data di chiusura del rispettivo fascicolo, sottofascicolo o inserto, si riferisce alla data dell'ultimo documento prodotto, cioè del documento che conclude l'affare o il procedimento amministrativo stesso.
Il fascicolo chiuso va archiviato rispettando l'ordine di repertorio, ossia mediante collocazione dello stesso fra i fascicoli relativi all'anno di apertura.
