This is in a planning context, about land where somebody wants to build a retail and leisure centre.

Here's some context: "Nella variant al piano particolareggiato del comprensorio industriale [...] il lotto, di superficie totale pari a circa 250000 mq, viene classificato come area adibita a Servizi Privati (SP) per 200000 mq e a Verde Pubblico per i restanti 50000 mq."

I've checked the glossary, but in this context 'servizi privati' has nothing to do with hotel bathrooms ;-)
