Explanation: reading thru the texst very carefully it seems that there are two development engines: bandi di filiera and tourism. Since the industria nautica is about boats and passengers I would presume that these two engines are the manufacture of carft and tourism. It may sound stange in Italian but I thibk this is the meaning
