actually maybe "TRANSIT SWITCH" would be better. It certainly seems to be more common.

Yes that's it! This document mentions transit switches in what would seem to be a similar context.

... and of course, "centrale di telefono" is a telephone exchange so it makes perfect sense. Why didn't I think of that??
