I presume it means 'sheduling x appointment'. Would it be socket? Sounds a little odd...

I would use the term 'receptacle', at least in the US. The term 'wiring' would probably work as well.
From the rest of the bullet list this sounds like a wiring installation plan to run wire and install receptacles to the end user stations, then troubleshoot post-installation problems.
Since the rest of your document sounds like a central office switch, this might be the installation of the wiring in the community but would need further context to be sure.
Working in this area in the late 80s and 90s, the term 'centrale' was the term for the telephone company central office equipment, and 'centralino' was used for a PBX, a telephone switch in a company.
If perchance the latter is the context, wiring must of course be installed in a new facility. In an existing facility, it is not unusual in a large installation to install a new wiring plant rather than try to tie into existing wiring.
