Explanation:
I think this refers to the effect suede gives when it is clean, enabling you to mark the soft, velvety skin with marks, shapes and therefore words.
( The use of this word also possibly follows on from the expression "suede eraser", a small rubbery type cleaner to remove marks. Although these erasers are actually designed to remove stains and permanent marks from the suede rather than the temporary markings we can make in clean, brushed suede.)

I would complete phrase as something on the lines of:

"...bringing to it the writable, velvety effect."

"...giving it that velvety and writable effect..."
