Fondamentale è la carenza di investimenti da parte delle amministrazioni pubbliche e degli operatori privati, che ha abbassato fortemente la competitivita’ regionale. Questo è particolarmente vero nel campo del turismo internazionale, nel cui ambito la Sicilia sembra debole specie verso alcune aree di provenienza assai interessanti, come i paesi del Nord Europa e quelli emergenti, nei confronti dei quali – come già accennato in precedenza – è necessaria non solo una politica generica, bensì una politica mirata.
