Italian term or phrase: organizzare la competitivita'
In linea generale, l'area nordafricana e mediorientale sfrutta vantaggi derivanti da situazioni socio-economiche che consentono di competere fortemente sul prezzo e sulla possibilita di disporre di forniture a basso costo. L'area dell'Europa mediterranea punta invece su vantaggi legati alla capacita di aumentare e organizzare la competitivita, di innovare e di investire al fine di utilizzare al meglio le proprie risorse.

taken from a tourism text comparing two areas and what they profit from... However I can't make "organizzare la competitivita" collocate in English as I don't understand the concept very well.

Explanation:
I think it refers to the fact that there is a lot of exchange of info and work on targeting/supporting certain markets/places, so competitiveness is increased or decreased according to how 'captive' the potential customers are. Elasticity. I think honing is a fairly generic term that can serve you.

Explanation:

To make this collocate in English I think you need to introduce the word production, because it is the competitiveness of production they are talking about (not sport of something else) which is taken for granted in the Italian but needs to be made explicit in English, because you organise production to make it more competitive, rather than organising the competitiveness.

As Lorraine has pointed out Tourism is not a good to be produced but a services to be provided.
Correction "organisation of SERVICES". Otherwise "organising the competitiveness" means setting up a cartel and fixing prices.

neutral  LorraineB: if it is a 'tourism' context, I would have thought the 'forniture' were food, possibly bed linens and/or manpower, so maybe 'production' of tourist accommodation/offers or whatever would sound rather strange
