well, it's a bit of a stretch but it seems the context is indicating that the design blends well with the "language" or "literature" (ie story) of the surrounding landscape.

it's a bit old and poetic, "philological" that is. Perhaps something like "the arch design responds well to the "linguistic/literary" story of its surroundings...." or "the arch design responds well to the "language" of its surroundings...."
