'Assoluta delicatezza' combined with no-shows does not make sense. Is this perhaps assoluta mancanza di delicatezza or indelicatezza?
Also, the final bit should read 'scarsa elasticità organizzativa'.
Basically, the client complains that the hotel management had been extremely tactless when two of the guests (who presumably were supposed to take part in the conference) did not show up or cancelled.
Probably the client had to pay for their rooms, meals or other services, which, in any case, would not have resulted in a major penalty fee ('non avrebbero impoverito nessuno').
