Italian term or phrase: soggiorno libero
I understand what the concept is (no activities are planned during the stay), but am wondering if there's a specific term.

? Just a thought. Or "stopover with no planned activities"? Does the Italian occur in a program of activities and denote a stay with nothing planned for the person?

Explanation:
I checked a few travel agencies websites and, in Italian, the term "soggiorno libero" refers to a stay which does not preview any organized activity. It also exists the "soggiorno culturale", in which cultural activities are included. So I guess that you can translate it as "free time solution", just to underline the fact that you can have other different solutions.

This is how it would be expressed in English in my opinion, e.g. "Price includes: accommodation, transfers..."

If it wasn't a "soggiorno libero" it would be "Price includes: accommodation, all activities..."
