There's a separate word for semi-circle; I feel like they're probably trying to be really specific by saying horseshoe-shaped, to give the exact picture of the room.

I think what EleoE said would be correct.

Maybe you could say something like "200 people in the front of the house/hall, and an additional 90 people in a horseshoe-shaped arrangement."
