I can see why you can't get your head round it Sarah. The only meaning for those words is the one I have given, but the whole sentence doesn't make any sense at all. Just how wine production can exceed limits on grapes per hectare is beyond me.

  -> A moot point, but the context doesn't make sense anyway. How can you increase wine production by x grapes per hectare? If you can see a logical interpretation, I'm sure Sarah would be grateful.
