Leider ist der Kontext nicht vorhanden (Liste mit Meldungen)
Ich hatte zuerst an Wahlschalter OFF gedacht und es auch so übersetzt, aber ich bin mir nicht mehr so sicher. Es ist auf jeden Fall kein Lokal, Raum etc.

Sicherlich handelt es sich nicht um einen Raum. Es handelt sich wohl um einen Umschalter, der an Ort und Stelle, oder "vor Ort", wie ausital bereits richtig sagte, betätigt wird, und nicht über eine Fernbetätigung. (Dies dient wohl als Sicherheitsmaßnahme, um ein versehentliches Betätigen des Schalters zu verhindern, wenn die "Vor Ort"-Bedingungen nicht eingesehen werden können.
