Italian term or phrase: per tabulas

Aus Beschwerdschrift zu Ausschreibung (ohne passenden Kontext):

"... È per tabulas che l'aggiudicataria ditta x non ha prodotto i due succitati doccumenti richiesti dal Capitolato. ..".

Oft kann der lat. Ausdruck ja belassen werden, immer öfter aber leider auch nicht.

Ich habe so etwas wie amtlich/durch Urkundenbeweise/durch das geltende Recht im Web gefunden. Nun sagte mir ein befreundeter ital. RA, es würde "su carta" bedeuten - d.h. so etwas wie "auf Papier eingetroffen" Dokumente (mit "aufgrund der" vorweg) ?

Können eure im Voraus mit Dank zu überschüttenden, etwaigen Vorschläge in eine Lösungsformel gebracht werden?
