... verweist auf eine Bindung enger und tatsächlicher Folge zwischen zwei zu erlassenden Bestimmungen. ?

Gemeint ist das die beiden Verfahren sehr eng miteinander verbunden sein müssen, wenn eines der beiden Verfahren ausgesetzt werden muss, um die Entscheidungsfindung im anderen Verfahren abzuwarten.

Wie kann man das besser (und juristisch korrekt )im Deutschen ausdrücken? Ich denke schon länger darüber nach, aber mir will nichts einfallen....
