agree  Christel Zipfel: Eine Übersetzung ist vielleicht auch deswegen schwierig, weil in deutschprachigen Ländern eine solche Situation gleich gar nicht erst eintritt (zumindest beim deutschen Fiskus, soviel ich weiß), weil nämlich das Finanzamt sofort alles zurückzahlt...:-)
