eigentlich geht hier disincentivare mehr in Richtung 'scoraggiare' -wobei entmutigen hier aber nicht richtig wär

disincentivare ist auch etwas 'unglücklich' incentivo nemutz man in anderen Zusammenhängen

  -> abhalten = trattenere, a mio modesto avviso è l'it. che,come spesso avviene è - pregnante, quindi meno chiaro di quel che dovrebbe essere, il ted. è sempre + 'diretto' come lingua...
