Noting daisuke-san's answer above, 従量 indeed makes more sense.

I think it is one of the best phrasing this. On the other hand, I wondered if it really fits in a presentation form. With re-consideration, I decide to pick up "Pay-as-you-go" as Eijiro shows with a key word 従量制. As to its difference from 重量, I conclude it's a typo in kanji after all. Explanation: The best part about this rendering is that it's purposefully vague as to what is metered: time (telephone call duration) or traffic volume (in packets for cell phones, in megabytes for hosted web sites, etc.)

charging by volumeはいいけど、volume chargingはvolume discount同様、flat rateと誤解されそうなので使って欲しくない。
I don't give a hoot about what KathyT thinks it *should* be in her ideolect. I was warning about how the average North American is able/likely to misread her rendering.
Besides, if "volume charging" is such a valid accounting term, why are Google's top hits from PayCircle (more European and SE Asian than North American), New Zealand, etc., while "metered billing" covers the gamut of water, gas, grid computing, etc.?
