If an account has a debit balance then it owes money (to someone) because more money has been paid into it than has been drawn out...

Considering the above, I think you can simply call this debit balance amount or debit balance...Although literal translation could be liability of a debit balance account, it is obvious that if an account has a debit balance then it owes money (to someone), which is nothing but a liabiliity on your balance sheet...Therefore I think literal translation would be superfluous here..
