This is an extremely convoluted document (meeting minutes). Am I correct in understanding that the idea being represented here is "bear (the burden of) the payments"? Or are they talking about something else?

Thanks, everyone, for your insight. I believe making taika = consideration clarifies the document considerably... the words cost and payment and fees are already used elsewhere in the document and I think this makes things clearer.
