This is an extremely convoluted document (meeting minutes). Am I correct in understanding that the idea being represented here is "bear (the burden of) the payments"? Or are they talking about something else?
Explanation: Both http://www.alc.co.jp/ and http://dictionary.goo.net/ translate 対価 as "consideration". The sixth definition for "consideration" in Merriam-Webster (http://www.webster.com/) states: "the inducement to a contract or other legal transaction; specifically : an act or forbearance or the promise thereof done or given by one party in return for the act or promise of another."

Thanks, everyone, for your insight. I believe making taika = consideration clarifies the document considerably... the words cost and payment and fees are already used elsewhere in the document and I think this makes things clearer.
