Yes デコ is from decoration, but in this context it means something like
"decorative symbols" or "decorative expression helpers" used in email essages.
How you put it in English shall depend on how the client wants the English phrases to be presented to the Englis readers in the context... I think.
If it's regarded as just a name of a Japanese item, then "Deco" should be the top on the list.
