Japanese term or phrase: SO42-濃度の季節変化が認められる

I found that SO42- refers to sulphate but then I don't know what to say about its concentration.

This study is to determine 硫酸イオン(SO42－ or Sulphate ion ) concentrations in groundwater. 'Seasonal variation'is often used on many references on ground or stream water quality as several reference I provide show.

「認められる」 is present form though, is often translated as 'past form' such as ' was(were) found(observed,reported).

So it makes no difference whether you use 'is' or 'was'.

I think "the seasonal fluctuation in sulfate concentration is observed" may be better, according to humbird's suggestion.
