My Nelson's Japanese Character Dictionary defines 吹鳴 as suimeisuru = blow (a whistle). fu(ki)-na(rasu) = blow a blast

There are many websites with warning sound signals called "blasts."
They tell of how many seconds that the "blast" should be (short blast, prolonged blast, etc.)

Example:
