General Manager, Dept. of Overseas Subsidiaries Management
Explanation:
It's my impression that names of depts/divisions/sections in a corporate organization can be different according to each company; I've seen a company structure, where xx Dept. is above YY Division whereas my Imidas dictionary says that 本部(division) > 部(dept.) > 室(office) > 課(section).

I'm assuming that Hitachi has 統括部under 統括本部, but other companies may have just 統括部.

Anyway, the word 統括部 implies the sense of central, control, and also general dealings of business.
