What kind of warehouse is a コック倉庫? I know コック to be "cook" or "tap", neither of which make any sense here.

This is new to me just as much, also not aware the existence of established translation.
My answer is based on what my brief research revealed. This is a relatively new term in warehousing industury (though as you see below, it's been implemented for some time in other) when we read something like this ---
コック方式」と呼ばれる調達のやり方について少し解説しておきます。コック方式とは水道の蛇口（コック）をひねるように、必要な時に好きなだけ資材を調達できるという意味で名付けられた取引の方法で、日本では家電業界などを中心に以前から広く行われてきました。

In sum, it appears storing only that are needed for immediate use, thus saving money (related to labor, storage costs, etc.).
We all familiar with "just-in-time system" and how it achieved worldwide fame from its humble beginning.

Casey (almost) points out one problem with this text: in one relatively short sentence, it assigns to a single term (コック倉庫) two different meanings: 場所 and 制度. So, every time the term appears, the reader (translator) has to stop and figure out which is intended. Nothing particularly new in Japanese writing, alas.
