Japanese term or phrase: と変えた
In this sentence, does the phrase と変えた mean the same as に変えた? "Changed to"?

"Agreement #1 の表現を "To be discontinued" と変えたような agreement にするのですか?"

Explanation:
replace と with という風に and I think you'll get the gist.
this と is sort of like the one used in という.
