When in doubt, ask the client. (You wouldn't want to guess on a business title, etc.) :-)

There's not a consensus, so I decided not to assign points (didn't think it would be fair, since I don't know the answer). I appreciate all the input. I left a note for the client to check, because I really couldn't decide on a translation. Thanks again, everyone!

Is it possible that your text is an OCR output? In my opinion it is likely an OCR error. I have never seen an alphabet letter mixed in the middle of kanji in a position's name. I would ask the client for clarification.

C could stand for Committee, but I'm not sure how usual it is to have a Deputy Committee Chairperson. More likely I would say that it stands for Company, in which case the term would be the same as 副社長, for example Deputy Managing Director.
If it's important to have it correct in your submitted translation, then I would suggest checking with the client. If not, then put something that seems logical and add a note with the translation.
