I never did find a definitive answer. I left a note for the client and gave them several options depending on what was meant specifically. They did not request clarification, so I'm assuming they found a suitable translation from the options I provided. Anyway, I am selecting cinefil's answer, because of peer agreement. To me it makes more sense that when economy is bad such company pays overtime works only to those in the areas that directly affect productions, thus money into their coffer.
