Good point, Simpeis. This is how I came up with my definition.....
In my TREND Japanese Business Dictionary, "general manager" is defined as 部長、室長、支店長。　In my interpretation I felt, in the same vein, that 支局長 could work as "general manager."
Reason is, I am assuming that there are metropolitan Transportation Bureaus throughout Japan (in Tokyo, Kyoto, Fukuoka, etc.). This one is the Tokyo Bureau (sort of like branch) with its own general manager.

関東運輸局東京運輸支局のウェブサイトでは、Kanto District Transport Bureau Tokyo Transport Branch Office と書かれています。ですから、「関東運輸局」が"Bureau"で「東京運輸支局」が"Branch Office"ですね。支局長をgeneral manager of Tokyo transportation Bureauと訳してしまうと、「運輸局」と「運輸支局」の区別がつかなくなるのでは？
