この二重起動とは、１つのプログラムを起動して実行中の状態で、同じプログラムの実行ファイルを選択して起動することです。ライセンスによっては、同じマシン上で複数のインスタンスを立ち上げても大丈夫なものが沢山ありますが（MS office や、ブラウザなどはそうですね）、これができないものも（Tradosはだめ、だったと思います）あります。そのときに出てくるメッセージです。定訳はありませんが、

Dual Boot

Explanation:
I believe this should be Dual Boot. It refers to booting two things at once. Many people have 2 Operating systems installed on their computer, and can do dual boot with it I.E Windows and Linux Dual Boot system.
