English translation:Reference Scale Model
Explanation:
A reference scale establishes ratios and sizes. For instance, a タイヤ寸度 is the tire size ratio, which describes the height of the tire from its total circumference. So the reference scale model establishes the size of a drawing.

Most dictionaries translate 寸度 as dimension. This would make the direct translation "Basic Dimensions Model" but in the case of a CAD model, I'd say its closer to a reference scale.
