導入先 is likely to be a customer, but if this is perhaps related to an instruction/information manual, I would tend keep it more neutral as "site." It could be a system bequeathed to a school, government office, business office, etc. There are quite a few possibilities aside from being the direct "customer" if looking at a brochure, instruction manual, etc.
