I understand the titanium oxide, infrared rays, particles. Could the other character be radius? And, how would this be put together where it makes sense? Any help would be much appreciated.

Titanium oxide and Titanium dioxide both are same.The pigment containing titanium dioxide shields the skin from Infrared light by
absorbing/reflecting/scattering the IR light.There is not much
difference between the two answers.

Explanation:
粒径 is generally translated as particle size, rather than diameter.

I suspect this means a titanium oxide powder with particles of a size able to absorb infrared waves, but I'd welcome a second opinion!

Asker: Thank you for your helpful comments Steve. I still don't know which way to turn since your answer and Ganesh's are quite opposite. But, I've come to understand that zinc oxide does absorb.

Asker: Hello Ganesh. My concern is that the Japanese text says "titanium oxide"--not titanium dioxide. Since, zinc oxide absorbs, I'm wondering if titanium oxide also absorbs, like Steve's answer says. I read the website you provided and understand titanium dioxide's properties, thank you!
