Japanese term or phrase: 一貫制博士課程
「一貫制博士課程」と「博士後期課程」はどう区別して訳すべきなのでしょうか。

Doctoral Program では、「一貫制」と「博士後期課程」の区別がつかないので、「一貫性」を強調した訳が欲しいのですが。

In other words, aside from stating the length of a program, like "5-year doctoral program", is there an English word that encompass the idea already?

If 博士後期課程 can be translated as "3-year second-term doctoral program"
and 前期過程 "2-year first-term doctoral program" (=> Master's program),
how about "(5-year) full-term doctoral program"?

Explanation:
I'm not sure if there is actually a word that's used to emphasis the 一貫制 part.

A 5-year Doctoral Program usually starts off with one to three years of coursework-centred schedule, and then end with 2 to 4 years of original research leading to written dissertation.

A 3-year Doctoral Program like 博士後期課程 focuses primarily on research.

This explanation is very generalised, but I suppose I just want to point out that the key difference between 一貫制博士課程 and 博士後期課程 is probably in the weighting of research.

Asker: Yea, I was afraid of that. It's just that the document talks about changing from primarily 5-year doctoral program (no master's given) to master's + PhD. If I kept repeating "doctoral" it'll sound, well, sorta stupid. But at the same time, I didn't want wordy translation...

学部教育後の5年間の大学院課程で、修了者には博士の学位が授与される。なお、大学院設置基準では以下の設置形態を認めている。1)前期2年の課程(博士前期課程)及び後期3年の課程(博士後期課程)に区分する博士課程、2)それらの区分を設けない博士課程(5年一貫制などと呼ばれる)、3)後期3年の課程のみの博士課程。また、医学、歯学、薬学の一部及び獣医学に関する博士課程の修業年限は4年と定められている。

A five-year graduate program that leads to a Doctoral Degree. Currently the following forms are considered acceptable under the Standards for the Establishment of Graduate Schools: 1) Doctoral programs consisting of a two-year first stage program (generally called “master’s program”) and a three-year program following that, 2) Doctoral Programs with no separation (called a “consistent five-year system”), 3) Doctoral Programs composed of third-year (second stage) programs only. The terms for doctoral programs in medicine, veterinary medicine, dentistry and certain parts in pharmacy are stipulated as four years.
