I think this is talking about the scholarship program funded by the Japanese Government.

For standard translation, see page22 in this pdf of the Ministry of Education:

The term in the pdf does not contain 外国人留学生　since it is already under the "Scholarchip for international students" section, but you can insert International Students" as in my suggestion.

I recently worked on the same topic and used "international students" or "overseas students" for the translation of 外国人留学生.
