I think I'd actually go with "adjunct teaching staff," That sounds best to my ears, and it covers the nuance of an instructor whose position is not permanent (i.e. full-time), generally because he/she holds another position.

I knew I didn't like "part-time." :)

agree  allysonroad: I would say "adjunct professor" it its at the college level and "part-time teacher" for high school or bellow.

  -> That's a good point. It depends on the organization. Adjuncts and adjunct research faculty are common at both universities and private research institutions, but if this is a high school, "part-time" would indeed be more appropriate. Thanks for the input!

Reference information:
As others have pointed out, the term must be 兼任. 兹 is a simplified Chinese character whose equivalent in Japanese is 茲 (with 草冠). The character is virtually non-existent in modern Japanese. I'm pretty sure that 兹任 is a typo/input error (but how?) for 兼任, someone who also teaches elsewhere.

agree  CX159: 兼任だと思います。最近、このような漢字typo/input error の件が多いように感じるのですが、これは、英語以外の外国語を中国の方が和訳された文章が英訳にまわってきているからなのでしょうか。ただ万が一、その場合に 茲任教職員(中国語なら)は担任教員という意味がもしかしてあるのかと wild guess したのですが、たぶん違うと思います。
