シャノンさんと同じなのですが、I think it means general education, and since the two words 教養教育・共通教育 are side by side I took it as and/or.

下のリンクを見ると、教養教育は、かつてのパンキョウ（一般教養の略の般教）と同義、あるいは少し広げた意味のようです。一般教養も、liberal arts, liberal studies, liberal education, liberal arts and sciences, .... といろいろありますが、I think　it depends　on the country and institution. 日本の場合、般教には自然科学も含まれます。　私は、共通教育の訳も liberal studies や、liberal artsが分かりやすいのかなと正直、思いました。

共通教育は確かにそのまま訳すと common education ですが、この単語が読み手（海外？）に通じるのかなと思って検索するとヒットしませんでした。もし、通じるのなら common education でもよいのだと思います。また、日本でもおそらく、共通教育は最近の言葉ではないでしょうか。一般教養（教養教育）と言われた方がピンと来る世代は多いような気がします。
