Japanese term or phrase: 緩急をつける
From a massage chair explanation, found in these two sentences:

「叩打法」で、動作に強弱の緩急をつけながら、固まった筋肉をほぐし身体をならしていきます。

腰全体を刺激するために、巧打法で平均毎秒6回程度、緩急をつけながらほぐしていきます。

Explanation:
In the context of first sentence, 緩急 seems to mean "strength."
As to the second sentence, I think it can be interpreted as any one of the three.
