At the research paper available at the following URL, Cp is referred to as potential process capability. On some other sites it is also referred to as inherent process capability. I feel 事前工程能力 can be translated as potential process capability.

I translated 量産工程能力 as manufacturing process capability. Although 量産 is generally used for mass manufacturing in semiconductor industry, I found several references talking about manufacturing process capability along with Cp and Cpk.
