| | | the holy Metropolitan Police | Explanation: It all depends on the context, but at a first glance, I took "天下の桜田門" as the object, not the subject. The subject should be we or I then.
Like, "Give me a break! No way that we could investigate the holy Metropolitan Police!".
I assume they are policemen at a much lower rank.
