I am having problems with the access limits, which made me feel that it could be done more efficiently and accurately than it is done now.

アクセス制限sounds to me like it could be something having to do with software licensing: maybe something like, there are 30 licenses for a certain software in a company, but 40 people need to use it, creating a problem with access limits.

Or, alternatively, アクセス制限could be access limits to a certain system. For example, in MRP/ERP computer programs that are used in companies, many users from many different departments log in often simultaneously, but usually there is a limit to the number of people that can use the system at the same time. If the limit was 30, and 40 people tried to use it, often the extra people would get kicked off the system (it just depends on how the IT administrator has it set up).
