そのためにも未解決の幽霊公務員整理を終了させなければならない。

This is a new one on me! This is in reference to the Solomon Islands and is in the context of fixing the system of governance. I think it's referring to dealing with the problem that certain public positions are technically filled, but the people who are supposed to be filling them either fled or disappeared during the conflict there, and the posts are being held for them. This is purely speculation, so if anyone has a better idea, please let me know!

Hello Ben,
The above website talks is all about "ghost workers" in Zanzabar. They're civil servants that are put on payroll but never show up for work and cost the country millions.

Interesting question...I'd never heard the term before either! (But I guess this happens all over the world in varying degrees.)
