Yes, I'd stick to that. I recently had the same thing on something issued by the Kanto Local Finance Bureau (関財）so that was 関財証第００号 - which was a licence number. But unless your communication enacts something specific like a licence then I think your 'Communication No.' is best. |

| Grading comment Thanks, everyone. It's not a directive, a newsletter or a license. It's simply one of those communications the government sends out as an お願い, so I'm going to go with Communication No.
