I apologize for not checking back sooner, and for not providing context. A company that handles customers face to face is trying to "optimize" headcount. That brings up the question of what to do with spikes in the number of customers. One of the ways they are thinking of handling this is through 長短勤務, so Leochan is right. For a sentence like 平日の需要ピークに 、長短勤務等を組み合わせて対応, I couldn't think of anything better than variable working hours. Suggestions are welcome, and, as usual, よろしくお願いします。
