Explanation:
I confess, my first impules was to use "implementing" too, but I looked for another way to say it (a bit forcefully, I admit), just for the sake of being different from casey ^-^

Anyway, jokes aside, this is the term I use when translating my company's documents. I think it conveys the idea of 本質安全 - e.g. safety that is unrelated to proper operation, warning labels and/or common sense - quite well, if I say so myself. いかがですか?

Hmm... after giving it a bit more thought, maybe "enhancing" sounds better than "increasing"?
