The sentence is
会社の物品の浪費等を行い、又は他人をして行わせたとき

from a list of things that employees should not do.

Another similar example from the internet is

Explanation:
をして is always proceded by a verb in your case 収集(する) and 蓄積(する), and preceded by a person (or quite rarely some animated matters). This is Japanese form of "causative" verb or adverb.
Although a bit archaic, we see this quite often in legal and other formal documents.

agree  mstkwasa: The unidentified subject of this sentence may be negligent by his act of allowing, but my reading is that it's 行わしむ thus more likely to involve compulsion from and stresses the responsibility of the unnamed subject. [Edited and added] True, point taken.

  -> Maybe, but contracts/regulations etc are usually designed to protect the party writing them, so they generally state that the other party may not do x or 'allow others to do x' as this is broader (and of course includes 'compelling' others to do x).
