Hi,

I'm getting a bit confused about the grammar here, because of the term "印刷命令", which seems to mean a technical term "print command". Does this mean that one is instructing the applicants to print the ES, or rather, that the company will be printing the ES for the applicants?

Explanation:
I am not sure what ES is, but the first impression the clause gave me was that it meant "instructing the applicable individuals to print the ES."

This is because I think the expression would be "対象者に向け" if "対象者" are people outside of the company. Also, "対象者" does not usually mean applicant unless it refers to a specific group of people among applicants.

So, the impression I get from this clause alone is that the company/management group commands a specific group of employees to print ES.
