After reading Raitei's suggestion, I think it is hard to tell how to translate this without more context. In addition to what Raitei suggested, I feel that it could mean "we understand that these ARE untruths, based on OUR past experiences"...no?
Explanation: "Although it is said that (blah blah blah) judging from the region, (we) understand that these untruths are based on past experiences…"
The more I translate, the more I am finding that dissection doesn't work effectively. In order to write English effectively, one needs to have a near native communication skills already established before approaching translation. Otherwise translators will be trapped by forms.
