Explanation:
おそれ省令 is defined here:

http://www.meti.go.jp/policy/anpo/kanri/kankei-horei/kamotu/...

I believe 第2号及び第3号 are the second and third articles shown on this page.

http://www.meti.go.jp/policy/anpo/kanri/kankei-horei/ekimu/o...

I won't even try to summarize these, I think it's clear from these links. A side note: 経済産業省 is METI (Ministry of Economy, trade and Industry).

agree  casey: This is definitely the meaning. Perhaps the English would be something like "export trade management ordinance related to goods that may be used in the development of weapons of mass destruction"...?

agree  humbird: This is definitely correct. But your links don't work (is this just me?). Hope this one does. http://www.cistec.or.jp/open/info/lec/index.html. Now it downed on me, right now they are having Obon vacation, resulting in broken link.

  -> Ookini. It's puzzling about links not working. It happens all the time. Googling おそれ省令 is how I got to these links.

caseyさんのlikely to be usedが今のところ一番あっています。

disagree  Can Altinbay: Ohm definitely not. Your comment on the other disagree shows you understand it. But your suggestions are inappropriate here.

disagree  casey: I don't think so. It's not a provisional ordinance but one that has to do with trading in goods that may be used in weapons.
40 mins
  -> I did not say that is a provisional ordinance. It is just an explaination about おそれ in this case.

disagree  Can Altinbay: Not according to the definitions cited in my references.
